Bishop J.L. Carter has served as the Senior Pastor of Ark Church, Baltimore, Maryland since 1987, following his graduation from Virginia Union University School of Theology. In 2014 he was consecrated as a Bishop in the Lord’s church, with the responsibility to serve and give leadership to more than 25 churches nationwide. He is the presiding Prelate of Kingdom Impact Covenant Fellowship.
Carter has also been involved with a number of other organizations to help his community. Serving as Regional Coordinator for Disaster Relief, National Baptist Convention, USA., Inc. / Red Cross in 2010 to 2012, Chairman for Family Enrichment Commission, National Baptist, USA., Inc. Convention from 2006 to 2009, and serving as President of the Ministers Conference of Baltimore and Vicinity which is the oldest African American Clergy Organization from 2016 to 2021.
Ministry and serving people is what Carter lives for, his excitement for prison ministry and foreign mission ranks at the top. Bishop Carter loves traveling internationally, playing chess and playing musical instruments. His wife and soul mate is Cora and together they have four adult children and five grandboys.
Reverend Dr. Terris A. King is proud to serve Liberty Grace Church of God as a second-generation ordained Baptist preacher and Pastor. After he answered the great call to preach in 1989, Rev. King was elevated to the esteemed position of Co-Pastor of Liberty Grace Church of God a few short years later before being ordained.
Rev. King has served as a Senior Executive for the federal government since 2000 and was employed by the federal government for over 30 years. He served as Deputy Associate Commissioner of Quality for Social Security, and served in three different executive positions for the Centers for Medicare and Medicaid Services (CMS) including the Deputy Director of the Office of Clinical Quality, Director of Minority Health and Deputy Chief Information Officer. After retiring from the government, he served as Executive Director of Healthcare at AT&T Government Solutions.
Rev King is now CEO of King Enterprise Group LLC, where he provides health care consulting to for-profit and non-profit cooperation. He is the Chairman of the Board of Directors at Family League of Baltimore and is President and CEO of the Grace Foundation the community arm of Liberty Grace Church of God.
He married the former Catherine Laverne Chase on May 23, 1983. Through their union, they have two gifted children: Terris II and Minister Miya, and has two grandsons Christopher and Chase.
